Miranda Hoover, Founder & CEO
Miranda Hoover was supposed to be a doctor. Nevada had other plans.
With a pre-med degree and a public health background, she learned early how to diagnose a problem: find what’s broken, treat it fast, keep the patient breathing. Turns out that works on legislation, headlines and reputations too.
She founded 3C-House in 2020 on a simple idea: clients shouldn’t need three firms and three phone calls to get lobbying, PR and business development together. In 2024 she brought i3 Public Affairs and 3C-House under one roof and made it happen. Today she also serves as State Executive of the Energy and Convenience Association of Nevada and hosts the Earned in Motion podcast.
A Reno native, she’s who clients call when a crisis hits, because she stays calm in the ER. Some training never wears off.

Peter Krueger, Special Projects Consultant
Forty Years at the Helm.
For over four decades, Peter has been at the center of innovation, strategy, and problem-solving in the transportation fuels and emissions sector.
Known for his industry expertise and regulatory insight, he helps clients achieve meaningful results by translating federal and state regulatory developments into successful business strategies.
Outside the office, Peter brings energy and adventure to life, from skydiving to pushing limits on the water and navigating state capitols.
Looking ahead, he plans to continue developing innovative 3C projects, delivering client solutions, and pursuing an even faster sailboat.

Jordan Cervalli, Operations Coordinator
Jordan Cervalli is proof that “we’ll figure it out” can, in fact, be a strategy.
As 3C House’s Operations Coordinator, Jordan keeps marketing, design, client needs, events, calendars, meetings, and the occasional last-minute curveball moving in the right direction. She is equal parts creative thinker, problem solver, and the person quietly asking, “Okay, but who’s actually doing that?”
Working across marketing, business development, and government affairs, Jordan helps turn big ideas into real outcomes. She may not always have the answer immediately, but give her a deadline, a challenge, and a client counting on us, and she will find a way through it.
Because at 3C, Jordan does not see loss as an option. She sees a finish line, a few obstacles, and a medal with our clients’ names on it.

Spencer Flanders, Policy Manager
Rome wasn’t built in a day, but Spencer Flanders is certainly attempting to do so.
Where others see a problem, Spencer sees an opportunity to build something better. Fueled by grit, an appetite for a challenge, and the belief that no obstacle is too big to tackle, Spencer has made a career out of turning challenges into opportunities and opportunities into results.
As 3C House’s Director of Campaign Strategies, Spencer helps candidates build more than campaigns. He helps them build legacies. As Policy Manager, he works to build the relationships, connections, and pathways that turn today’s conversations into tomorrow’s opportunities.
Whether it’s politics, policy, or the next seemingly impossible challenge, Spencer’s philosophy is simple: if it hasn’t been built yet, start building.
